Macau Alliance Supports the Establishment of Chongqing Cross-border Logistics Security Cooperation Center

On September 29, 2025, the Chongqing Cross-border Logistics Security Cooperation Center (hereinafter referred to as the "Cooperation Center") held a grand inauguration ceremony in Chongqing, China. Guided by relevant Chinese government authorities, the Cooperation Center was jointly established by multiple entities including Yuxinou (Chongqing) Supply Chain Management Co., Ltd. of China, China Pacific Property Insurance Co., Ltd. Chongqing Branch, and the International Alliance of Security and Risk Management Companies (hereinafter referred to as the "Macau Alliance"). It focuses on the comprehensive management, joint prevention and control, and coordinated response to organized criminal activities at stations along the China-Europe Railway Express (Yuxinou) route. In this process, the Macau Alliance, as a core member, has played a crucial role as a bridge and link.
As the originating and first city of the China-Europe Railway Express, Chongqing, China has witnessed the operation of over 19,000 trains in total, with the cargo value exceeding 610 billion yuan. The number of stable operating routes has expanded to 52, covering 117 key node cities across Eurasia. However, with the increasing frequency of train operations, theft activities along the train routes have become increasingly rampant, posing a serious threat to the security of international trade. To proactively address cross-border logistics security challenges and respond to the urgent needs of relevant countries and enterprises, the Macau Alliance, relying on Kazakhstan KMG Security Company—its vice-chairman unit, has actively carried out in-depth cooperation with the Kazakhstani police and railway authorities. It has successfully solved multiple cases of cargo theft from the trains, effectively deterring criminals and curbing the spreading trend of freight theft.
The Macau Alliance has also fully leveraged its advantages in international legal resources to guide KMG Security Company in assisting China Pacific Property Insurance Co., Ltd. Chongqing Branch in filing a claim against Kazakhstan Railway Company through international civil litigation channels. This series of initiatives has not only demonstrated the Macau Alliance’s professional strength in the international security field but also provided a solid legal guarantee for the security of customers' interests.
The establishment of the Cooperation Center has not only opened a new chapter in the security governance of the China-Europe Railway Express but also paved a new direction for the future development of the Macau Alliance. Mr. Yin Weihong, President and Chairman of the Macau Alliance, stated at the inauguration ceremony: "The establishment of the Cooperation Center fills us with confidence and expectation for the future. Taking this opportunity, the Macau Alliance will further exert its unique advantages in international security cooperation and focus on advancing three core tasks in the next step: first, to ensure unimpeded communication channels with all parties and coordinate alliance members to actively participate in the work related to the Cooperation Center; second, to fully cooperate with the Cooperation Center, strengthen efforts in cracking down on criminal activities, and form an effective deterrent; third, to actively summarize transnational cooperation experience, develop it into a replicable and promotable security cooperation model, promote the establishment of long-term security cooperation mechanisms among countries along the China-Europe Railway Express route, and provide comprehensive and multi-level guarantee and support for the sustainable operation of the Cooperation Center."
