Over the past decade, the private security industry has played a significant role in the global security governance landscape. Under the supervision of international organizations such as the United Nations, the international community has provided guidance and oversight to private security service providers through internationally recognized conventions, codes of conduct, and service standards, including the Montreux Document and the International Code of Conduct for Private Security Service Providers. As a result, international rules and standards in the field have gradually emerged.
ICoCA (International Code of Conduct Association for Private Security Service Providers), founded based on the International Code of Conduct , is currently the primary and most influential international organization in the global private security industry. It is an international security industry association that involves multiple stakeholders, including governments of various countries, over 190 private security companies, research and academic institutions in the security field, and relevant non-governmental organizations.
In the last few years, the executive committees and secretariat of ICoCA, initiated reforms to enhance the association's admission criteria and actively engage in communication with governments and non-governmental organizations worldwide. These efforts aimed to further expand ICoCA's influence in the governance of the international private security industry and promote collaboration among private security companies globally, with a particular focus on expanding connections in East Asia between service providers, technology providers, regulators, clients, and observers. Additionally ICoCA has begun to roll-out a tiered affiliate membership program, and is extending invitations to companies in the security technology and risk management space. With this backdrop, the Chairman of HXZA Security Group, Mr. Yin Weihong’s proposal to establish a cooperative platform for private security, risk management, and technology companies within the industry received support of ICoCA. As a result, International Alliance of Security and Risk Management Companies in Macau was founded in 2021.
Guided by the principles of multilateral cooperation and mutual benefit, the Alliance’s goal is to establish an international security cooperation mechanism. Leveraging Macau's international experience, we collaborate with outstanding private security and risk management companies from around the world to facilitate exchanges among international peers, enhance the visibility and influence of private security companies globally, and use their unique capabilities and reach to serve common clients. Furthermore, taking advantage of Macau's status as an international city, we have established it as our permanent headquarters and will regularly host international forums on topics related to the industry's development, legal regulations, and more. The Alliance aims to promote international multilateral cooperation, build a networked web of private security services covering multiple countries, and create a platform for resource sharing and collaboration in various fields, including security information, risk assessment, tenders for comprehensive security solutions, executive protection, crisis management, security technology, insurance and legal consultation, human resources, and industry experience sharing along with providing oversight and transparency to clients, regulators, and observers.
